Response to Intervention
Response to Intervention, RTI, is a multi-tier approach to the early identification and support of students with learning and behavior needs. Built on concepts found in the Individuals with Disabilities Education Act (IDEA) and No Child Left Behind Act (NCLB), RTI provides effective instruction and progress monitoring before a student enters special education, giving a starting place for educational accountability.
RTI is a process that begins with high-quality instruction and universal screening of students in the general education and continues through to intensive intervention. Interventions are provided at increasing levels of intensity to enhance their rate of learning. In tier 1, all students receive high-quality instruction. Students are monitored to identify struggling learners who need additional screening. If the student shows significant progress, they generally return to the regular education classroom. Students who do not show adequate progress move to tier 2. In tier 2, students are provided with increasingly intensive instruction that is matched to their needs. These services are given in small-group settings in addition to the general education curriculum. Students who still show little progress move on to tier 3. In tier 3, students receive individualized, intensive interventions. If students do not reach the desired level of progress in this level, they are referred for a comprehensive evaluation and considered eligible for special education services.
